School Site Council (SSC)

Description

The California Education Code (EC 64001(a)), requires the School Site Council to develop a Single Plan for Student Achievement for Consolidated Application programs operated at the school. The council must recommend the proposed plan to the local governing board for approval, monitor its implementation, and evaluate the results. At least annually, the council must revise and recommend the plan, including proposed expenditures of all funds allocated to the school through the Consolidated Application, to the local governing board for approval.

Board policy or SSC bylaws should specify means of selecting members and officers, terms of office of members and officers, notice of elections for each peer group, responsibilities of the council, and a policy of non-discrimination. The school principal is a member of the council and will provide information and leadership, administer the approved plan and may not veto council decisions or change the approved plan.

The council must observe the Greene Act: (1) Meetings must be open to the public; (2) The public may address the council; (3) Meeting notice posted 72 hours in advance; (4) Notice must specify date, time and place; (5) Council action limited by the posted agenda; (6) Questions or information need not be on the agenda; (7) Violations require the item to be reconsidered at the next meeting after public input. While not required in the statute, bylaws guide the council beyond the Greene Act requirements.

The council needs to maintain records of elections, official correspondence, agendas and minutes of meetings, evidence of advisory group input, and prior year school plans.

SCOE provides on-site training to School Site Councils focusing on their roles and responsibilities plus legal requirements of categorical funding and programs. Additionally, SCOE staff work with School Site Councils, administrators and school staff to follow the process to develop and implement the school’s Single Plan for Student Achievement that contains all the required information.
