AUGUST 2009:

  • CALPADS - CALIFORNIA LONGITUDINAL PUPIL ACHIEVEMENT DATA SYSTEM - CALPADS Update Announcements Timeline.
  • August 3 - CALPADS scheduled to be available for LEA use

    • Beginning in August 2009, local educational agencies (LEAs) will begin acquiring and maintaining Statewide Student Identifiers (SSIDs) in CALPADS
      • All SSIDs will be converted to CALPADS between July 11, 2009 - August 2, 2009 during which time LEAs will not be able to acquire or maintain SSIDs.

  • Internet Policy:  Yearly student and parent Acceptable Use Policy (AUP) should be completed and signd to comply with CIPA regulations.
    • This year you may need to think about adding verbage about Identity safety, cyberbullying, cyber predators, pirarcy & plagiarism, social networking, online gaming, blogs, wikis, proxies, and podcasts.

  • Technology Plan:  A district technology plan approved by the CDE is a requirement for many education technology funding sources. Whether we are talking about the Education Technology K-12 Voucher Program, E-Rate, Enhancing Education Through Technology (EETT) Formula or Competitive funds, it all starts with your district technology plan. For those districts whose technology plan is expiring in 2010, NOW is the time to begin the planning and writing process. These technology plans must meet the requirements set by the CDE for state approval listed in the Appendix C, Criteria for EETT Funded Technology Plans. The CDE has recently released its newly modified criteria for those districts required to submit their revised technology plan in 2010. In addition, State CTAP has provided an optional writing template for a generic technology plan to assist your planning and writing team. Please feel free to to use if it is of value for you.

    Procedures for Technology Plan Reviews

    1. Technology Plans must be submitted in Microsoft Word or RTF formats.
    2. Districts will submit their technology plan to their regional CTAP office for grooming. In CTAP Region 2, districts should submit their tech plan to Nancy Silva via email (nsilva@bcoe.org).
      1) You must fill out Appendix I and place it in your tech plan
      2) Have your admin sign another Appendix I in blue ink retaining a copy with your certifed technology plan
      3) Mail signed copy of Appendix I to:

    3. Regional CTAP offices will upload district technology plans when the plans have been groomed and revised to meet state and federal criteria

    6. SCOE Techplan Upload Site - When the plan is approved, the approved plan must be uploaded to Siskiyou County Office of Education located at www.sisnet.ssku.k12.ca.us/techplans/index.html
    • Revision Requirement for Formula District Tech Plans Expiring on June 2010.

      If you are revising or updating your district tech plan, you must complete, sign, and attach Appendix I - the Education Technology Plan Benchmark Review Form to the beginning of your technology plan.

      The information provided will not be evaluated in the review process, but will aid in the review of the plan and will serve as documentation should the LEA be selected for a random program review.

      You must also complete Appendix C by indicating which page in your tech plan addresses each criterion listed and you must attach the completed Appendix C to the end of your technology plan.

      Appendix C will be used to evaluate your District Tech Plan on both the regional and state review levels. In order to be approved, a technology plan needs to have "Adequately Addressed" each of the criterion in Appendix C.

  • Education Technology K-12 Voucher Program
    • K-12 Voucher Program - This grant money comes from a Settlement Agreement between California consumers and a large technology corporation (Microsoft).
    • Check for $$ settlement revisions recently sent to participating districts.
    • Districts who spent and claimed at least $500 of their settlement, as stipulated in the K-12 Voucher Settlement Agreement, will see an increase in their voucher $$.
    • District who did not comply with the stipulations, will see a redistrict voucher $$ reduced.
  • Vouchers may be used to purchase hardware, software, technical support, and professional development which will be issued in two categories:
    1. General Purpose Vouchers
      • Vouchers may be used to purchase specific hardware and any non-custom software for that hardware, evaluation tools, information technology (IT) services, and professional development services.
      • IT and professional development services must be obtained from approved providers.
    2. Software Vouchers
      • Software Vouchers may only be utilized to purchase specific categories of software that are published or sold by any software provider

SEPTEMBER 2009:

  • E-Rate Forms:

    Form 470 - Application for submission of applicable discounted services

    Form 471 - Application can be submitted on the 29th day after the Form 470 has been submitted through the 1st week in February.

    Form 472 - Application (BEAR Reimbursement) must be submitted within 120 days from the last date of service ONLY for services in which you paid the full undiscounted amount.

    • Form 486 - Application must be submitted within 120 days from receipt of FCDL
    • E-Rate & CTF Information - From September  through November 2009, the CDE and K12HSN will conduct four Beginner and four Intermediate/Advanced E-Rate/CTF Training sessions throughout the state.

      • This session will be held at SCOE from 9:00 AM - 4:00 PM featuring a new afternoon Q & A session and is designed for E-Rate applicants from school districts (including private/charter schools) and libraries who are new to the E-Rate process - Registration opening soon
        • 9:00 AM - 1:00 PM will cover basic E-Rate topics. If you are new to E-Rate, we would encourage you to take this training PRIOR to attending the intermediate/advanced trainings.
        • 1:30 PM - 4:00 PM will be held for attendees to bring any specific application questions or problems to the panel. All attendees will have the opportunity to hear other real world case examples of E-Rate issues and possible solutions. This time will no have structure and will focus around your topic needs. All participants are encourage to attend this special session.

  • SARC - The CDE expects to make individual SARC Templates available to LEAs by the end of July or early August.

      • On July 8, 2009 California State Board of Education (SBE) met with the California Department of Education (CDE) presented the 2008-09 School Accountability Report Card (SARC) template for approval to the SBE. The SARC template was approved by the SBE with some minor changes to the executive summary. For additional information see:  SARC Basics & More - AB 1061 (Mullin) School Accountability Report Card.doc 
      • The CDE hopes to have the SARC template and the associated data files available soon. At that time the template and data files will be released for use by districts and schools in creating SARCs for the 2008-09 school year.

        • AB 1061 requires either web-based or printed copies to be available to the public on or before February 1st.

    • Funding for the 2007-2008 EETT Formula Grant Awards needed to be fully expended and/or obligated by June 30, 2009. The EOP due date to the CDE is September 11, 2009.
      • The remaining 15% of the grant award will be paid upon approval of the EOP.

  • E-Rate Letters of Agency:  Join the Statewide Erate Consortium by signing a Letter of Agency each year.
    • Look for the letter in the mail around the end of September or the first of October.
    • In this case, a school district or county office of education signs a Letter of Agency authorizing use of their district ADA information to obtain a "discount" for the statewide network that provides broadband connectivity for the K-12 community among all 58 counties as well as commercial internet services to schools and districts.

August 2008:

  • Internet Policy: Students and Parents need to fill in and sign Internet Policy to comply with CIPA. (This year you need to think about adding verbage about blogs, wikis, proxies, and podcast)
  • E-RATE Forms:

    Form 470 July - November

    Form 472 Online BEAR for reimbursements on non-invoiced accounts.

    Form 486 Submitted online within 120 days after E-Rate has issued a Funding Commitment Decision Letter (FCDL) to allow vendors to submit invoices for services rendered.

  • Technology Plan - A district technology plan approved by the CDE is a requirement for many education technology funding sources. Whether we are talking about the Ed Tech K-12 Voucher Program, Erate, Enhancing Education Through Technology (EETT) or EETT- Competitive funds, it all starts with your district technology plan. For those districts whose technology plan is expiring in 2009 NOW is the time to begin the planning and writing process. These technology plans must meet the requirements set by the CDE for state approval listed in the Appendix C-Criteria for EETT Funded Technology Plans. The CDE has recently released its newly modified Criteria for those districts required to submit their revised technology plan in 2009. In addition, State CTAP has provided an optional writing template for a generic technology plan to assist your planning and writing team. Please feel free to to use if it is of value for you.
    • The following district must submit their revisions in any one of the following three cycles:
    • Cycle A - due to CTAP - October 3, 2008 deadline
    • Cycle B - due to CTAP - November 7, 2008 deadline
    • Cycle C - due to CTAP - April 3, 2009 deadline

      • Districts will submit their technology plan to their regional CTAP office for grooming. In CTAP Region 2, districts should submit their tech plan to Paul Haas via email (phaas@bcoe.org). 1) You must fill out Appendix I and place it in your tech plan; 2) Have your admin. sign another Appendix I in blue ink retaining a copy with your certifed technology plan and 3) send signed copy of Appendix I snail mail to:

    • Revision Requirement for Formula District Tech Plans Expiring in June 2009. If you are revising/ updating your district tech plan, you must complete, sign, and attach Appendix I - the Education Technology Plan Benchmark Review Form to the beginning of your technology plan. The information provided will not be evaluated in the review process, but will aid in the review of the plan and will serve as documentation should the LEA be selected for a random program review.     • You must also complete Appendix C by indicating which page in your tech plan addresses each criterion listed and you must attach the completed Appendix C to the end of your technology plan. Appendix C will be used to evaluate your District Tech Plan on both the regional and state review levels. In order to be approved, a technology plan needs to have "Adequately Addressed" each of the criterion in Appendix C. EETT Formula Criteria - Appendix C - MS Word 100 KB
     
  • Education Technology K-12 Voucher Program
    • K-12 Voucher Program - This grant money comes from a Settlement Agreement between California consumers and a large technology corporation (Microsoft). The RFA was released by the CDE in late spring 2006.
     
    • Eligibility Criteria - This is a district grant on behalf of eligible schools. For a school or schools to be eligible to participate in the Education Technology K-12 Voucher Program, the following criteria must be met:

      Public school serving students in any grades kindergarten through twelve

      Have a free or reduced price lunch (FRPL) percentage of 40 percent or greater for the year prior to the grant award:

      High school districts with eligible kindergarten through eighth grade, middle and/or junior high schools within regular attendance boundaries (feeder schools) are eligible to apply for this grant even if the high school district minimum is below 40 percent FRPL.

      Server products may be used by a school district for the benefit of both eligible schools and ineligible schools within the district, as long as the eligible schools receive a substantial benefit from such use.

      Have a district technology plan that is current at the time of the application deadline for this program that meets the Enhancing Education Through Technology criteria and has been approved through a state review process. Information regarding the technology plan criteria, and instructions regarding how to submit the plan, may be accessed at the Education Technology Web site at:  www.cde.ca.gov/ls/et/rs/techplan.asp

      Eligible schools may use vouchers to purchase hardware, software, technical support, and professional development. Vouchers will be issued in two categories: 1) General Purpose Vouchers and 2) Software Vouchers. General Purpose Vouchers may be used to purchase specific hardware and any non-custom software for that hardware, evaluation tools, information technology (IT) services, and professional development services. IT and professional development services must be obtained from approved providers. Software Vouchers may only be utilized to purchase specific categories of software that are published or sold by any software provider.  www.cde.ca.gov/ls/et/st/voucher.asp

     
  • E-RATE Forms:

    Form 471 Application can be submitted on the 29th day after the Form 470 has been submitted through the 1st week in February.

  • CDE SARC -The CDE expects to make individual SARC Templates available to LEAs by the end of September.
    • To obtain access to CDE templates, LEA personnel should complete and Update Your SARC Coordinator form
    • To obtain a user ID and password call Mae Vaughan Chilson 842-8419.

  • SARC Template - The SARC template with data will be available for review and comment during late September 2008. In early October 2008, the SARC template and the associated data files will be final. At that time the template and data files will be released for use by districts and schools in creating SARCs for the 2008-09 school year.     • Makes changes to the data elements that school districts must include on the annual school accountability report card for each school in the district.
    • Requires either web-based or printed copies to be available to the public on or before February 1 of each year starting in 2008-09.
     
  • September 12 - EETT Formula Grant End of Period Expenditure Report Form deadline for grant period ending June 30, 2006.
    Each district receiving EETT Formula Grant Funds must submit the AO400 form by September 12, 2008. The final date to have100% of year 2006-2007 EETT Formula funds award amount have been obligated by June 30, 2007. (Obligate means the commitment of funds, not the actual expenditure of funds.)   • September 12 - CSIS Direct Certification Deadline

  • E-Rate Letters of Agency:  Join the Statewide Erate Consortium by signing a Letter of Agency each year. Look for the letter in the mail around the end of September or the first of October. In this case, a school district or county office of education signs a Letter of Agency authorizing use of their district ADA information to obtain a "discount" for the statewide network that provides broadband connectivity for the K-12 community among all 58 counties as well as commercial internet services to schools and districts. The statewide network makes it possible for school districts to collaborate with one another across the state as well as connect to the commodity Internet.

  • October 23 - Beginner's E-Rate & CTF Training VC: This session will be held in SCOE Cascade Room from 9:00 AM - 4:00 PM featuring a new afternoon Q & A session and is designed for E-Rate applicants from school districts (including private/charter schools) and libraries who are new to the E-rate process - Register now See Training Agenda!
    • 9:00 AM - 1:00 PM will cover basic E-rate topics. If you are new to E-rate, we would encourage you to take this training PRIOR to attending the intermediate/advanced trainings.
    • 1:30 PM - 4:00 PM will be held for attendees to bring any specific application questions or problems to the panel. All attendees will have the opportunity to hear other real world case examples of E-rate issues and possible solutions. This time will no have structure and will focus around your topic needs. All participants are encourage to attend this special session.
     
  • October 28 - Form 472 submission deadline for BEAR Form for reimbursement for services in which the full undiscounted amount have been paid.
  • October 29 - Form 486 deadline for 2008/2009 FRNs funded on or before July 2008. Reminder -  The Form 486 must be submitted within 120 days from receipt of FCDL.
  • Education Technology K-12 Voucher Program
    • Check for $$ settlement revisions recently sent to participating districts
      1. Districts who spent and claimed at least $500 of their settlement, as stipulated in the K-12 Voucher Settlement Agreement, will see an increase in their voucher $$.
      2. District who did not comply with the stipulations, will see a redistrict voucher $$ reduced.
  • November 7 - E-Rate & CTF Intermediate/Advanced Training VC will be held in SCOE Cascade Room from 9:00 AM - 4:00 PM featuring a new afternoon Q & A session. This training was designed to assist California school districts, libraries, county offices of education in the E-rate application process with a more comprehensive review and best practices. - Register now!  See Training Agenda!
    • 9:00 AM - 1:00 PM will cover a condensed topical look at the E-Rate process from program changes, technology plans, Forms 470, 471, 472, & 486, public bidding, Program Integrity Assurance (PIA) through preparing for an audit and successful strategies.

    • Your district must have completed submission to CSIS of student-level records for students that have been enrolled in the LEA since the last CBEDS Information Day as of October 5, 2008 and have certified the accuracy of that data.
     
  • December 15 - CSIS/SSID Amendment Error Correction open through January 30, 2009.

  • EdTechProfile Survey: 100% of the teachers in your district that are participating in education technology professional development must complete/ update their Technology Assessment Profile on EdTechProfile between 1/1/09 - 6/30/09.
  • Technology Survey Opens: It is important for your district and schools to accurately complete the California School Technology Survey annually within the specified timeframe (usual start date in January- completion date in March annually). This online data collection helps measure the progress of technology integration in California classrooms, is a requirement for several education technology-funded programs, and is used by the CDE to determine grant eligibility and awards.
  • February 1st - SARC New Deadline: The CDE is requiring all SARCs be updated and posted by February 1st.
